Maybe you already have, but wouldn't it be better to give it to the local police and just say so here? The owner may be a passerby who is not walking the Camino.
You would need to contact the Guardia Civil. No police station in that town. Might be a GC post in Portomarin. They patrol the last 100 km of the Camino in high season as well.

With lost items, I don't think it matters, you can hand it in anywhere. When I lost my bag in Spain it ended up with the Policia National. The security guard at the shop where I left it told me where it was.

We met a GC officer who was a hospitalero volunteer on his vacation time at Arrés. He said the GC had the Caminos as part of their mission along with drug interdiction and some other things. The GC also stopped by to look at our registration book since it was not online.
 
The one from Galicia (the round) and the one from Castilla & Leon. Individually numbered and made by the same people that make the ones you see on your walk.

Here’s a blurb about the Policia Nacional vs. Guardia Civil. I think the Policía Local is just what it says. Smaller cities and larger towns have their own force. Santiago has Policia Local. Their headquarters are right at the bottom of the stairs (to the left) heading to the Pilgrim Office. I went in to get a stamp for my credential. In places lacking a P.L., I think the GC has the responsibility. Similar to here in Massachusetts. Any town that does not have its own police force relies on the State Police.
