You would need to contact the Guardia Civil. No police station in that town. Might be a GC post in Portomarin. They patrol the last 100 km of the Camino in high season as well.Maybe you already have, but wouldn't it be better to give it to the local police and just say so here? The owner may be a passerby who is not walking the Camino.

With lost items, I don't think it matters, you can hand it in anywhere. When I lost my bag in Spain it ended up with the Policia National.
