San Sebastian to Biarritz today.

Time of past OR future Camino
Twice walked from St Jean to Estella and once from Sarria to Santiago. Maybe someday I'll find the time to do the entire walk.
I've found the time. Just completed SJPP to Santiago. 25 Aug to 1st Oct, 2016.
And now the Portuguese from Lisbon.
A Canadian friend arrives in San Sebastian around 1 o'clock today.
Whats the best way to get from there to Bairritz?

The one from Galicia (the round) and the one from Castilla & Leon. Individually numbered and made by the same people that make the ones you see on your walk.
If your friend wants to get to Biarritz asap, best option would be the Euskotren to Hendaye/Hendaia. Trains leave every half hour (timetable here - San Sebastian is "Donostia" in Basque). From Hendaye you catch an SNCF train to Biarritz, trains every hour. For both trains, just buy the ticket at the station. Each leg of the journey takes around 30 mins.

If your friend wants to explore San Sebastian over the afternoon, there's a bus with Flixbus at 17:30, and with Alsa at 18:15. Journey takes an hour. Better to buy the tickets in advance, as the buses can get busy (note: might need a passport to make the purchase, as it's an "international" route).
 
Sorry, should have asked - is your friend arriving at San Sebastian Airport??

In this case, he/she should just catch the bus from the airport directly to Hendaye - the San Sebastian airport is not actually IN San Sebastian, it's in Irun very close to the French border! (see screenshot)
