Ok from top left to right...

The big fat H with the two stars means that there are hotels/ hostals / albergues aka " Alojamiento". Sometimes there also will be an " A " specifically meaning albergues.
Second : the little " i" . Stands for information. Means that there is a tourist information centre. In a bigger city this might be in a different location but in smaller villages it is a part of the town hall aka ayuntamiento or casa consistorial.
Third : a bridge aka puente medieval. Although now I think of it , might also be a description of the whole medieval centre?
Fourth : this is a guess but I 'm pretty sure it is a children's playground. Every town/ village has one. And yes children do still play outside and till late in the evening. It is a lovely cultural thing, please do not complain about the noise.
Fifth : the red cross : at least a centro de salud aka polyclinic ( a green cross = pharmacy ). In bigger cities the red cross can be substituted by a blue H meaning hospital.

The bottom left to right...
First : the olympic rings : sportsfield(s).
Second : the Camino flecha aka sign : obvious I guess ;)
Third : the block of cheese etc meaning bars / cafeterias.
Fourth : That is kind of a mystery to me...This might refer to the well known Basque sport of pelota but I'm not sure?
Fifth : the cutlery or reference to restaurants.

Might that "kind of mystery" be piled kegs of wine for a nearby vineyard?

Since the sign is for Los Arcos I was thinking this represented the arches of the town or Church in the main plaza?
 
I think the third just meaans 'historic' places in the town - bridges, houses etc worth visiting for their history. I thought the 4th one was for a shopping centre...
