How do I get from the Parador in San Sebastian to closest part of the camino de santiago walk?

I can't answer your first question, but for the rest:

You will need, if you want to stay in albergues (pilgrim hostels) and to get the Compostela in Santiago a credencial (pilgrims passport) which you can get in San Sebastian.
Cost is accommodation and food, there is no fee to pay for just walking the Camino.

I'm not sure what's the parador are you talking about. There isn't a parador in San Sebastián. The closest one to San Sebastián is in Hondarribia. You can find a list of paradores on their web: www.parador.es If you meant the parador of Hondarribia, ask locally for directions to the ermita de Santiago(txo) in Arkolla.

...and you can be charged up to 2 Euros for the credencial (if you wanted one).
 
Just walk along the promenade and turn left to climb over Mount Igeldo, there are steps around an appartement building that you take. You will see the arrows.
