September is still a very busy time and the office is unlikely to close much earlier than 7pm then. Even in winter they are usually open until 6pm. All the reports I have read recently say that the new computerised system for registering and issuing Compostelas makes the process very fast - waiting times measured in minutes rather than hours. I would be very surprised to learn that you would have any problems if you arrive by 4pm. Especially if you have already registered on the pilgrim office website.@Bradypus do you know the regular opening times in September? (Not sure if arriving around 1600 the day before setting off is a bit tight in case of delays if the pilgrim office closes earlier?)
