I´ev just checked with the town hall of Muzkiz . Their webpage states that it was repaired and open to the public shortly afterwards ( 1 month and a half). So all can use it peregrinos and public in general.

I was recommending that path and wanted to make sure all was repaired. Assumed it was but it was a 40 minute detour for me.

40 minutes is a long time specially on the Camino. As you know the Camino isn´t a walk in the park. It´s more like a rose very beautiful but it has thorns .
