The temps are more moderate in the morning and early afternoon, reaching peak by about 3-5 pm. But a wind usually begins to blow around noon or 1, so if you start at a reasonable time, you'll likely be fine.
Express Bourricot also offer transport from SJPdP to Roncesvalles. Not quite as far as you want to go, but it may be easier to get onward transportation to Zubiri from here
