Ehm, as a German I can reassure you that that is not what "we Germans" wear traditionally. It looks actually more Bavarian to me and seems to be a mixture of several Bavarian outfits. The "backpack" looks like something a peddler/trader in the Bavarian forest/mountain would have been used in the past, for example 18th century. Also short "Lederhosen" for adults are a recent development, no self respecting man would have worn shorts in the past (~ pre-1960) as shorts where something only kids wore and you were proud to have reached the "long trousers" age. As for the bare upper body - nops, also not done in the past and also not recommended today.
