Many albergues in Pamplona, Zubiri that offer cheap beds don't seem to accept reservations, but what time should I arrive at the accommodation to be more likely to secure one of the limited beds (although this is not a race for a bed...)? ?

Get a spanish phone number with Airalo. eSim, so no physical SIM card. Easy to use app to add more funds if needed.
Plan on arriving about the time they open their doors. One or two pm is normal and some times there is already a queue of bags lined up at the door waiting for it to open.

Perfect memento/gift in a presentation box. Engraving available, 25 character max.
The first edition came out in 2003 and has become the go-to-guide for many pilgrims over the years. It is shipping with a Pilgrim Passport (Credential) from the cathedral in Santiago de Compostela.
According to Gronze, the public albergue is 12 Euros, but can't be reserved. The Albergue Pensión Zaldiko is only two Euros more and can be reserved.

I can vouch for Zaldiko. I got the last bed there on my first Camino in 2013. Whew!! Great little albErgue with an awesome shower.
