Will I be able to pick up a credential in Lisbon? How about in Tomar?

Yes and yes. You can buy one, as well as get a stamp, in the Se Cathedral in Lisbon, which is about 400m downhill from where the Camino starts, whilst in Tomar we visited an information centre there (last September) and they sold them, though we didn't need them as we already had some.
