Hi! I travelled the Franćes last year from St. Jean pied de Port. I got as far as Portomarin before I fell and broke my hand.
My question is: When I go back this year to finish, must I start in Sarria or may I start in Portomarin to receive my Compostela Certificate?

You can re-start in Portomarin. Bring the credential that you used before and get a new stamp in Portomarin to establish your re-starting point. And of course get two stamps per day to Santiago.
That is assuming you got a stamp in Portomarin when you stopped there. If not, I would start at (and get another stamp from) the same place you got your last stamp in your credencial. So that the volunteers in the Pilgrim Office see that you haven't missed any.

Yeah, just use the same credencial and start in Portomarín. It's the same Camino.

Get it stamped on your arrival day there !!

Perhaps before re-departure, also get it stamped at your local Catholic parish, assuming that's not too far away ? Else your local non-Catholic church ?

Funnily enough , I broke my wrist in Sarria after walking from SJPDP. I skipped one day as it happened in the evening and I needed a day to compose myself. I took a bus to the next leg after that so missed one biy in my Compostela too. I told them when I got there and they still gave me my Compostela. I think the fact that I’d kept going in plaster convinced them. Therefore I can’t imagine you’d have a problem at all.

To earn the Compostela one only needs to walk from Sarria. It would be great if you picked up where you left off but that is your choice. Buen Camino !
 
...and ship it to Santiago for storage. You pick it up once in Santiago. Service offered by Casa Ivar (we use DHL for transportation).

Correct, but Portomarin is after Sarria, hence the need to document with stamps in the credential that this section was walked.
