If the Pilgrim's Office is saying go that way, it's wisdom to follow their advice. And via Valcarlos you'll be on the real historic camino, not the Hollywood one.

Agree with taking time to soak it all in if time allows. We have reduced our average distance on our Camino Porto starting today to 16ks, with 22.5 the longest and a 10k snuck in for good leisure. Shorter routes allows the luxury.
Yes, much to our regret it is like that. 183 of the 245 beds can be pre-booked, and in busy times (like these first weeks of May) they are all booked, every day. That is why I always recommend to make a reservation.
