Waymarks that use European Union Flag, a red triangle with 2 red circles

Does anyone know what the waymarks represent that use the European flag with a 1 in the middle. Underneath the flag is a separate red triangle with 2 dots (wheels?). One one side (heading to Santiago) is inscribed ‘Portugal’ and the other side is inscribed ‘France’. I googled it and can find the image, but no explanation. Thanks ☺️

a notation for a bike? -- Yes, that's my number one guess. The triangle is the bike's frame, and the two wheels are ... wheels.
 
The photo says Eurovelo, and "velo" is bike in French, so, yeah, it's probably a bike 😊
