Does anyone know if I can get a SIMM card in Biarritz or St Jean Pied De Port for our Camino, or will we have to wait until Pamplona. We will have time in both towns.

Baring in mind that Biarritz and SJPDE are in France, you might as well wait until Pamplona and get a Spanish sim.
 
Just as an FYI there are no roaming inside europe anymore, so in theory you can get a pay-as-you-go sim in France and use it as you were in france.. in Spain with no extra cost. You may not be able to fill it up in Spain... but it is possible now to use sims from other european countries in spain at no extra cost. (Hope this makes sense).

It will be ofcourse best to get it in Spain, since it will be easier to get help/fill up your balance if needed.
