Obtaining a credencial

A friend will arrive in Santander, before moving on to Aviles or beyond, where she will begin to walk the Camino del Norte. Is it possible to obtain a credencial in Santander or in Aviles? If so, where? If not, any suggestions?

Easy to get one, free or very cheap, at the albergue de peregrinos in Santander or Aviles.
