Oh, no, looking at the pictures, I’m wondering if you went to the pilgrim office. The pictures look like you were at the Cathedral office. The pilgrim office I have been told about, run by Via Lusitana, is a small room in the Igreja da Conceição Velha (Rua da Alfândega, downtown).
