Compostela rules have changed

This was posted recently by one of our moderators, Dick Bird, in another thread: So far as we are aware, the rules for issuing a Compostela have not changed, in spite of what Canon Victor Suarez has said in an off-the-cuff informal interview. There has been no official or written announcement of any such change.
Started this new thread for further information.
The official Oficina del Peregrino site outlines the 100 km change to include any 100 km walked not just the last. It is clearly in Spanish. The new requirement has not yet been translated into English.

This has been discussed, along with the fact that the rules have changed on the Spanish version on the PO site, but not the English version. But even in Spanish it's not entirely clear what the final stage must be.
