I see your problem but do you need the shoulder straps cinched down tight? Correctly fitted all the weight - All the weight! - should be taken by the hip belt so the shoulder straps are only to stop it bouncing around - leaving a finger or two... -
Have you tried the Lowe Alpine Airzone? I have a short back and this pack is adjustable, very comfortable and has a great hip belt. Depending upon what you are carrying, you might be able to get a smaller one than my (approx.) 30 litre one...
