It is the decision of the albergue founders. All the townspeople are very proud of the albergue and love to meet pilgrims. We just didn't get a stamp on that day and we always remember why.
Hi, there is no luggage transfer on the camino in winter, so, yes, it will be the cost of a taxi service if you want to have your bag transferred.

For what it's worth, I would approach...
If you want to walk the Primitivo I recommend that you start on the Norte. San Vicente de la Barquera could be a good starting point with your time frame.
St Jean Pied de Port is a nice enough town, but not nice enough to plan your entire trip...
