I'm not positive but I think this is the start of what we call in the States a Measured Mile but here, of course, it would be a Measured Kilometer. The distance between this sign and the next one like it should be exactly 1,000 meters.

That seems plausible as well but not as intuitive to me at least. A spanner wrench would work.
